Freedom House: Social Return on Investment
October 1, 2022 – September 30, 2027
Shifting Trajectories, Recognizing Opportunities, Narrowing Gaps
VOA has launched a longitudinal study measuring the long-term success of our Freedom House program. Research partners analyze and collect data from graduates of the program to better understand the social and financial savings to communities through social return on investment (SROI) analysis.
Freedom House currently serves approximately 250 clients annually at two locations. With a goal of collecting outcome data from at least 80% of clients eligible every 6 months for a 3-year period, we estimate we could obtain 1,400 outcome data points from clients we serve in this time period.
Collecting and analyzing these long-term outcomes:
- Infants – growth and developmental milestones
- Older kids educational and health outcomes
- Maternal longer-term outcomes such as work, school, housing and continued sobriety
- Avoided costs such as foster care, healthcare, education and public assistance

Our Alumni Coordinators
VOA Mid-States relies on two alumni coordinators to form proactive relationships with clients prior to discharge, connecting with them at least monthly after they depart the program and collecting all outcomes data.
The goal is to quantify the program’s longer-term social impact on investment and inform policy, funding, and program design.
