Our Mission
To grow and sustain Kentucky’s production economy by investing in its greatest asset: its people.
KFF aligns education with employment, building a robust pipeline that delivers skilled talent to a growing industry.
The Kentucky Film Foundation (KFF) is dedicated to strengthening Kentucky’s rapidly growing film and creative media industry.
A thriving film ecosystem depends on three crucial elements:
Competitive financial incentives
Accessible production stages and infrastructure
A skilled, dependable crew base
Kentucky has already established one of the strongest production incentive programs in the region, and KFF is working to advance the remaining two pillars to ensure the Commonwealth becomes a premier destination for major productions and emerging entertainment platforms.
VOA is the Fiscal Agent for KFF.
KFF Programs and Partnerships

The Kentucky Film Institute
In collaboration with stakeholders across the Commonwealth, KFF is building a state‑of‑the‑art workforce pipeline curriculum and training program called The Kentucky Film Institute (KFI).
KFI will serve as Kentucky’s central hub for film‑related education and career development.
Second Take Re-Entry Film Workforce Initiative
This initiative will leverage VOA’s decades of experience supporting individuals in recovery, post-incarceration re-entry, veterans transitioning to civilian work, and general workforce training. We will prepare underrepresented and justice-involved individuals for high-demand jobs across Kentucky’s growing film industry—on set, in post-production, and in support roles.
