Return on Investment Estimates
Fire: Cost savings of $12 million
- 12-15% of 2023 incidents involved interactions with the homeless population.
- Responded to 47,603 incidents in the Urban Services District in 2022. 5,500 – 7,000 were from the homeless population.
Solid Waste Management cost savings reduced to $200,000
In 2022, Louisville Metro spent $619,000 on solid waste removal. In 2023, reorganization reduced this expenditure but still cost the city $400,000.
Economic Impact
- Total adults in Louisville homeless population (2023) – 8,000 (rounding).
- Total individuals with one or more source of income reported– 3,000 (38%).
- Total with only earned income (reported) – 700 (9%).
- Other income sources include unemployment insurance, SSI, SSDI, VA, private disability, worker’s compensation, TANF, SS retirement, pension, child support, and alimony.
